Herbert M. Weis, Ph.D.

Executive Administrator of Quality Improvement

Herbert M. Weis, Ph.D.Dr. Weis, a clinical psychologist, has been with the Horizon Corporations for more than 20 years. Over the years he has served in several posts, and is currently executive administrator of quality improvement.

In this position, Dr. Weis has oversight of Horizon’s Continuous Quality Improvement Department, and is responsible for all quality assurance and continuous quality improvement activities, including clinical auditing, clinical policy and procedure development, introduction and training of staff in best and “evidence-based” clinical practices, program evaluation, and staff technical and clinical training. He is also responsible for regulatory body licensing, government and other contract clinical performance reporting, and grant and contract preparation.

Dr. Weis also serves as Horizon’s chief compliance officer and privacy officer and is responsible for ensuring that staff members receive training in these areas and that regulatory compliance and privacy violations are fully investigated and reported.

In addition, through his training and private practice of psychology for nearly 30 years, Dr. Weis’ areas of expertise include psychopathology and psychotherapy for individuals, couples and families.

Dr. Weis received his bachelor’s degree in psychology from the City College of New York.  He received his master’s degree in psychology and his Ph.D. in Clinical Psychology from the University of Rochester. He is a New York State-licensed psychologist.

Dr. Weis is a member of the American Psychological Association; the Psychological Association of Western New York and the NYS Psychological Association.
