Anne D. Constantino

President & CEO

Anne D. ConstantinoAnne Constantino has been a member of the Horizon staff for more than 20 years. She started as a clinical director and project coordinator, helping to develop the chemical dependency division of Horizon. She was also instrumental in negotiating and securing the company’s first managed care contracts and assisted in doubling the corporate revenues in her first three years at Horizon.

She was named Chief Operating Officer and Vice President in 1990, and continued to help expand Horizon by developing the first regional residential drug treatment program (now Horizon Village) and growing the Horizon staff to more than 200 clinical and administrative members while developing new services and further increasing revenue.

Anne was named President & CEO in 1994. She continues to lead the development and implementation of strategic and annual operating plans for the Horizon group of successful health and behavioral health corporations. Revenues have nearly doubled under Anne’s leadership, and Horizon has expanded its market share (securing new, exclusive contracts and moving into new markets) and rebounded fiscally after a serious computer and financial crisis in 2000.

A graduate of SUNY at Buffalo, Anne received her M.S. in Educational Psychology and Rehabilitation Counseling. She is a graduate of Leadership Buffalo, Class of 2003 and a member of the NY Association of Community Mental Health Centers, Therapeutic Communities of America and the NYS Association of Alcoholism and Substance Abuse. In 2008, Anne was the recipient of Business First's, "Women of Influence" Award in the Nonprofit Leadership category. She was also selected as a finalist for Business First's 2008 Health Care 50.
